Build One South Africa (BOSA) welcomes Basic Education Minister Siviwe Gwarube’s decision to heed our call for the mandatory vetting of every individual working in schools against the National Register for Sex Offenders (NRSO) just 24 hours later. This is a crucial step toward making our schools safer and ensuring that sexual predators have no place near our children.
However, commitments alone are not enough. The Minister must now release a comprehensive plan of action, with clear timelines and accountability mechanisms, to ensure this policy is swiftly and effectively implemented. South African parents and learners deserve certainty and swiftness.
We will hold the Minister to this commitment and will not allow bureaucratic delays or political excuses to stand in the way of protecting our children.
In terms of the law currently, Section 45 of the Criminal Law (Sexual Offences and Related Matters) Amendment Act requires employers to screen employees against the NRSO if they are in positions where they work with, supervise, care for, or gain access to a child or disabled person.
However, it appears this screening occurs only at the point of initial employment. This means that if a person has been employed as a teacher for 30 years and commits an offence of a sexual nature during their career, they are unlikely to be re-checked against the register.
Parents have the right to know whether the person teaching their child is a predator. This is not just about compliance—it is about the safety and dignity of every child in our country.
BOSA remains resolute in its fight to safeguard learners and uphold the highest standards of accountability in government.
